Set DOCKER_HOST explicitly in workflow 
- Add env.DOCKER_HOST at workflow level
- Use host IP that DIND is exposed on
- Ensures all docker commands use TCP connection to DIND
- Shows DOCKER_HOST value in logs for debugging
