Sync only records Balances for Linked Accounts, and nothing can be linked yet.

  • Database.linkAccount(id, simplefinAccountId), with contract tests against both implementations.
  • API: list Unlinked accounts (from a live balances-only fetch) and link one to an existing Account or a new one.
  • UI: an "Unlinked" section listing institution and account name, with "Link to…" (pick an existing Account, e.g. one imported from the spreadsheet) or "Create account" (choose Group, Holder and FAFSA Class).

Blocked by: #1 (only worth building on a "go").
